Santa Cruz e Monteagudo

Il gruppo

Inizialmente pensato per 10/12 persone, a questo primo campo di volontariato in Bolivia organizzato da Yoda hanno preso parte solo 5 persone (accompagnatore compreso), subito soprannominati “los cinco”. Stefano, laureato in geologia, alla sua prima esperienza di volontariato internazionale; Elisa, impiegata nei servizi sociali della provincia di Parma, già reduce dal campo yodico a Cuba; Alessia, neolaureata in giurisprudenza e futura esperta di diritti umani; Daniela, psicologa esperta di abuso dei minori e di adozioni; Federico, alla sua prima esperienza come “coordenador”. I volontari si sono conosciuti nel corso di due incontri di preparazione, ad eccezione di Daniela, che data la lontananza geografica non ha potuto prendervi parte: l’abbiamo conosciuta direttamente in aeroporto. Il viaggio e gli spostamenti cercando di non abituarsi troppo alle comodità dei due alberghi 4 stelle (a Roma, e a Buenos Aires) in cui, a causa dei ritardi del nostro volo, le Aerolineas Argentinas ci hanno sistemato, i volontari sono atterrati a Santa Cruz de la Sierra il 13 maggio.

La città di Santa Cruz è il cuore economico dell’Oriente boliviano, e nelle sue arterie, scandito dal “battito” dei clacson, scorre un traffico caotico di taxi e di micros (gli autobus locali), che l’assenza completa di semafori rende, agli occhi del turista, una giostra pericolosissima. Se muoversi in taxi per la città è un’esperienza piacevole e spesso istruttiva, non si può proprio dire lo stesso per quanto riguarda i viaggi lunghi. Le famigerate “flotas”, pullman di fabbricazione europea con pneumatici da ruspa, attraversano le strade sterrate della Bolivia (che possiede solo due strade statali asfaltate) ondeggiando sugli orli dei precipizi e impantanandosi nel fango dei sentieri di montagna. E i viaggi, anche se di poche centinaia di chilometri, durano in media dalle dieci alle quindici ore, e regalano sempre momenti al limite del surreale e del tragicomico. Ma nulla supera, in questo senso, la traversata della selva di Chuquisaca: in cinquanta tra volontari, educatori e ragazzini, stipati alla buona su un camion scoperto, in viaggio per 4 ore nella foresta, accompagnati da stormi rumorosi di tucani e pappagalli… per arrivare, infine, in riva a un fiume torbido e limaccioso, popolato da maiali selvatici e moscerini immuni a ogni spray repellente.

La prima settimana: i NATs di Casa Mitaì

Con l’appoggio dell’insostituibile Francesco Garcea, cooperante del GVC in Bolivia, il gruppo si è da subito inserito nell’ambiente ospitale di Casa Mitaì, un istituto educativo che, oltre far studiare più di 400 ragazzi e ragazze di Santa Cruz, presta una particolare attenzione ai NATs (ninos, ninas y adolescentes trabajadores), i ragazzi lavoratori di strada. Una squadra di educatori entusiasti si occupa di seguire i NATs sul loro luogo di lavoro, offrendosi come punto di riferimento. Ogni educatore segue il proprio gruppo di NATs (generalmente qualche decina), che conosce personalmente e dei quali possiede un registro anagrafico; controlla che i ragazzi lavorino in condizioni degne e non subiscano maltrattamenti o abusi; si incontra periodicamente con le loro famiglie per avere un quadro più chiaro delle loro condizioni di vita. Ma non finisce qui, perchè Casa Mitaì offre molte opportunità di formazione e crescita professionale ai NATs, sia all’interno della propria struttura (es. corso di informatica), sia appoggiandosi a strutture esterne, come il centro Sapucai, dove si tengono corsi di saldatura, disegno tecnico, infermeria, artigianato e segreteria). I NATs investono parte del loro guadagno in questi corsi di formazione serali, consapevoli che imparare un mestiere più qualificato potrà offrire loro l’occasione di migliorare la propria situazione.

Le attività durante la prima settimana

I volontari di Yoda, accompagnati “per mano” da alcuni NATs (Vanesa, Luzvenca, Evelyn, Andres, Natanael), hanno così conosciuto il mondo dei ragazzi lavoratori di strada, una realtà che in Bolivia, come nel resto dell’America Latina, nel Sud Est asiatico e in Africa, è diffusissima. Solo in Bolivia sono 800.000, su una popolazione totale di 8 milioni di persone.  Alcuni di loro fanno quei tipi di lavori che siamo portati a immaginare: lavano i vetri delle automobili, vendono giornali. Altri fanno lavori differenti: trasportano frutta e verdura con le carriole al mercato, aiutano gli automobilisti a parcheggiare e fanno la guardia all’auto, lucidano le scarpe nelle piazze. Altri ancora mettono in mostra la loro creatività, come i “dialogadores”, che sui micros recitano poesie e cantano canzoni, non dimenticandosi mai di spiegare ai passeggeri la loro situazione, e la loro volontà di aprirsi strade nuove e di crescere professionalmente, nel rispetto dei loro diritti; i “payasos”, invece, propongono giochi di abilità ed equilibrismi agli automobilisti in coda.

Il nostro apporto come “visitantes” dall’Italia è stato quello di coinvolgere i ragazzi e le ragazze di Casa Mitaì in attività creative e ricreative. Ad esempio, un piccolo progetto fotografico (che Yoda propone spesso nei suoi intercampi) che ha cionvolto una decina di ragazzi e ragazze: dotati di macchine fotografiche usa e getta, i ragazzi hanno fotografato i loro coetanei al lavoro, e con le foto si è poi fatta una miniesposizione all’interno di Casa Mitaì. I volontari hanno anche collaborato alla realizzazione di un murales sul muro esterno dell’edificio, in cui i ragazzini hanno espresso tutta la loro fantasia. Interessantissima è stata la visita a Radio Santa Cruz, una emittente radiofonica in cui un gruppo di NATs, i “reporteros populares”, hanno uno spazio un giorno alla settimana per parlare del loro mondo, dei loro problemi e delle loro rivendicazioni.

Ancora più interessante è stato l’incontro con la Mesa Directiva de los NATs di Santa Cruz, ovvero l’assemblea direttiva dei ragazzi lavoratori di Santa Cruz; il movimento dei NATs, che in altre parti del continente ha alle sue spalle una storia decennale, in Bolivia è appena nato. I ragazzi lavoratori stanno cominciando a organizzarsi, a riunirsi per eleggere i propri rappresentanti, ad impegnarsi attivamente con le autorità e le istituzioni per ottenere il riconoscimento dei loro diritti (il diritto all’identità, alla salute, a un lavoro degno e non sfruttato) e la valorizzazione del loro lavoro e del loro ruolo insostituibile nella società e nell’economia del paese. Conoscerli è stato straordinario: la presidentessa, Karen Fabiola, ha 13 anni! Per quest’anno hanno in programma numerosi incontri con le autorità locali e con la stampa. Infine, abbiamo visitato la Defensoria de la Ninez (istituzione simile al nostro Telefono Azzurro) e il Defensor del Pueblo, il corrispondente del nostro difensore civico.

La seconda settimana: l’internado di San Isidro

L’internado di San Isidro, sulle colline di Monteagudo, accoglie una quarantina di ragazzi, che lì dormono, mangiano, studiano e lavorano nei campi che circondano la struttura. Siamo in un contesto rurale, profondamente diverso dall’ambiente cittadino di Casa Mitaì. Il senso del progetto di intercambio al quale abbiamo preso parte, che ha permesso a 12 ragazzi e ragazze di Casa Mitaì di incontrare dei loro coetanei che vivono in campagna, era proprio quello di far conoscere ai ragazzi di città la vita di campagna, e ovviamente quello di far capire ai ragazzi di campagna come si vive in città. Le giornate cominciavano presto, al suono di una campana, e ci hanno visti impegnati in momenti di condivisione, giochi, escursioni, preparazioni culinarie (abbiamo fatto la pasta, la pizza e un torta allo yogurt) nonché di una straordinaria “noche cultural” in cui i ragazzi e le ragazze, davanti a una numerosa platea di cittadini di Monteagudo, hanno ballato, cantato e recitato. E’ venuto poi il nostro momento, e non ci siamo potuti rifiutare di salire sul palco: ci siamo presentati e abbiamo cantato “la canzone del sole” per una folla di boliviani festanti, anche se un po’ perplessi. Con i soldi della raccolta fondi alla quale hanno partecipato i volontari abbiamo poi regalato all’Internado l’allacciamento alla linea telefonica, della quale era ancora sprovvisto.

La terza settimana: in giro per la Bolivia

Salutati i nostri ragazzi, siamo ripartiti in “flota” alla volta di Sucre, capitale dello stato, dove siamo rimasti tre giorni. Qui abbiamo visitato un progetto audiovisuale: un gruppo di quattro NATs, armati di videocamera e strumenti per il montaggio, realizzano brevi documentari sulla realtà dei NATs di Sucre. La tappa successiva, Potosì, ci ha letteralmente tolto il fiato… una città di minatori incastonata come una pietra preziosa nella roccia delle Ande, a più di 4000 metri di quota, dove effettivamente l’aria è rarefatta e respirare è difficile. Le labirintiche miniere del Cerro Rico, una montagna fatta d’argento svuotata dagli Spagnoli nel Cinquecento e Seicento, sono ancora oggi qualcosa di molto simile all’Inferno: migliaia di gallerie claustrofobiche in cui migliaia di minatori al lavoro nella notte perenne del ventre della montagna respirano polveri tossiche, masticano foglie di coca e adorano improbabili divinità (“El Tìo”) sotto forma di diabolici idoli di argilla.

Arriviamo quindi a Cochabamba, dove prendiamo parte a una manifestazione cittadina contro la privatizzazione dell’acqua (un problema attualissimo in Bolivia) e le politiche neoliberiste del presidente Goni. Un salto al Cristo (copia esatta di quello di Rio de Janeiro), e un giro al mercato, una distesa interminabile di bancarelle dove si vende di tutto: impossibile non essere in soggezione quando si attraversa la zona delle sostanze magiche, dove tra feti di lama, scimmie imbalsamate e polveri misteriose, ci si imbatte nei “curanderos”, i guaritori locali, che da dietro i loro occhiali neri maneggiano serpenti e croci e benedicono chi si affida alla loro arte. Superata la zona del Chapare, dove ogni veicolo viene sottoposto a un controllo antidroga, raggiungiamo nuovamente Santa Cruz. L’ultimo giorno lo dedichiamo ai saluti, ai baci e agli abbracci con i ragazzi e le ragazze di Casa Mitaì, che ci aspettavano in trepidazione. E poi, inevitabile, è arrivato il momento di tornare a casa.
